The Youth opportunity card pilots ended in 2007.

Ten pilot projects were set up around England to develop the youth opportunity card.

Purpose

The cards gave 13-19 year olds access to a range of discounts on things to do and places to go as well as from high street stores. The cards could also be topped-up with money by young people themselves and/or their families to spend on sport and other positive activities. The pilots assessed if the youth opportunity card was deliverable and investigated the associated costs, benefits and risks.

Conclusions

The conclusions were that:

  • The costs would far outweigh the money being provided to young people.
  • Considerable risks and uncertainties remain
  • There is no off-the-shelf solution or one that can be developed with certainty at the present time
