The web-based "Scope" system is designed to link the main producers and consumers of government intelligence: central departments, agencies and the intelligence services.

Structure & Funding

SCOPE is managed by the Cabinet Office and is funded in part by MI5, MI6 and GCHQ

History

Parliament's Intelligence and Security Committee has said that the Scope project would mark the beginning of the end of hard copy intelligence distribution.

The Guardian have reported that the second phase of the SCOPE implementation, SCOPE 2, has been shelved, for undisclosed reasons. SCOPE 2 would have allowed officials in as many as 10 government departments - including the Home Office, Revenue and Customs, and the Serious Organised Crime Agency - and 1,500 defence officials and military commanders, secure electronic access to intelligence.
