Background

Due to the events of 9/11 a need of a quick and effective response emerged in case of similar future incidents. This realisation led to creation of a coalition of key agencies - known as London Resilience Partnership - which joined forces in May 2002. The purpose of this partnership is to plan and prepare for potential emergencies.

London Resilience Partnership

The partnership focussed its attention in the early days on preparing London for a terrorist attack. This played a vital role in the efficiency and speed of the emergency response on 7 July. But being properly prepared involves planning for a wide range of emergencies. So, the partnership is currently preparing for how London would respond to pandemic flu, large scale evacuation and severe weather conditions – incidents that could threaten the capital.

The London Regional Resilience Forum

The London Regional Resilience Forum (LRRF) reports to the Government and is co-chaired by the Minister for Local Government, and Tessa Jowell, Minister for London and the Olympics, with Boris Johnson, Mayor of London as Deputy Chair. The Forum is supported by a number of Panels which allow partners in relevant sectors to concentrate on particular aspects of London's preparedness.

The Forum and the Sector Panels are supported by the London Resilience Programme Board which is chaired by the head of the London Resilience Team and is responsible for overseeing the work of the partnership through the London Resilience Team. There are a number of Task and Finish Groups which support the Programme Board and the London Resilience Team in producing plans and protocols on behalf of the partnership. In addition, the London Resilience Programme Board is responsible for ensuring that the plans are trained and exercised.

London Resilience Team

The London Resilience Team acts as secretariat to the Forum. The team is based within the Government Office for London.
