Ken joined the Cabinet Office Civil Contingencies Secretariat as Director of Training & Doctrine at the Emergency Planning College in 2003. His role is to ensure the College supports UK resilience by planning, developing, delivering and evaluating a programme of learning which maintains the College’s role as a joint national training and multi-agency centre of excellence in civil protection.

Education

Ken is a graduate of Glasgow University and Jordanhill College of Education and taught in Glasgow before joining the Army’s education and training services branch. He also has an MSc in Behavioural Psychology from Aston University and was awarded an OBE in 1998.

Army Career

Much of his time in the Army was devoted to developing and improving the quality of operational learning and training particularly in leadership and management. He was responsible for establishing an operational link with the Adult Learning Inspectorate for standardising quality assurance procedures. He was also involved in the command and control and co-ordination of multi-agency co-operation in the South of England as part of the national civil defence programme.
