HM Inspectorate of Probation reports to the Secretary of State on the effectiveness of work with individual offenders, children and young people, with the aims of reducing reoffending and protecting the public.

Roles

The purpose of the HM Inspectorate of Probation is to:

  • Report to the Secretary of State on the effectiveness of work with individual offenders, children and young people aimed at reducing reoffending and protecting the public, whoever undertakes this work under the auspices of the National Offender Management Service or the Youth Justice Board
  • Report on the effectiveness of the arrangements for this work, working with other Inspectorates as necessary
  • Contribute to improved performance by the organisations whose work is inspected
  • Contribute to sound policy and effective service delivery, especially in public protection, by providing advice and disseminating good practice, based on inspection findings, to Ministers, officials, managers and practitioners
  • Promote actively race equality and wider diversity issues, especially in the organisations whose work is inspected
  • Contribute to the overall effectiveness of the Criminal Justice System, particularly through joint work with other inspectorates.

Outputs

Inspection Programmes carried out by HMI Probation

  • Offender Management Inspections - The programme is inspecting offender management in each criminal justice area in England & Wales over a 3 year period starting in May 2006.
  • Youth Offending Team Inspection Programme - The programme is led by HMI Probation, with participation from eight other criminal justice and other inspectorates. The programme is inspecting all 157 YOTs over a 5 year period from mid-2003
  • Supporting People Inspection Programme - The inspection programme is led by the Audit Commission with a contribution from HMI Probation. The programme inspects the provision of accommodation to enable vulnerable people to live independently
  • Thematic Inspection Programme - HMI Probation carries out some thematic inspection work, increasingly on a joint basis with other criminal justice and other inspectorates
  • Joint Criminal Justice Area Inspection Programme - Joint inspections of criminal justice areas with other CJ inspectorates is conducted under the auspices of the Criminal Justice Chief Inspectors’ Group

Funding

HM Inspectorate of Probation is an independent Inspectorate, funded by the Ministry of Justice, and reports directly to the Secretary of State
